posting application form

I've sent application form for about three weeks ago ,now I have planed to pay the fee but unfortunateley I can't access the page ... I don't know wether it's because of our strict rules or it's busy during these days that may be called as pick days of applying ... I'm completely confused !!!!!!!!!!!!!!
